According to the Bill (Reg. №3394) the order of the state participation in the process of Capitalizing should be determined.
The Capitalizing with the Participation of the State will be conducted during years 2008-2009 and the total sum of the state expenses comprises 50 mlrd.grn.
The finance help for the banks at the expense of the Stabilizing Fund, emission of the inner public bonds, pay through the state securities for the stocks that are emitted by the following banks.
According to the bill, the Capitalization of the Banks will be conducted in 3 stages: during the firs one: the banks have their right to buy the stocks of the additional emission; during the second the bank stocks of the second emission are proposed for the free sale; during the third one the buying of the part of the stocks of the additional emission in case the state share will contemplate more than 50%.
